It’s refreshing to see their research, considering that we live in a world where pundits and even economists bend over backward to make the case that more debt is not a problem and that more fiscal stimulus is desirable. We begin with an analysis of historical trends, and then move on to analyze recent developments in public spending patterns around the world.
The available long-run data shows that the role and size of governments around the world has changed drastically in the last couple of centuries.
Our World In Data is a project of the Global Change Data Lab, a registered charity in England and Wales (Charity Number 1186433). The chart here shows social protection expenditures as a share of total general government spending, across different OECD countries. The steep growth of social spending in the second half of the 20th century was largely driven by the expansion of public funding for healthcare and education.

Throughout Europe, the share of government spending that is devoted to the compensation of government employees ranges between 5% and 15%. The traditional objection against spending cuts is that they hurt consumption, but this study shows that a reduction in spending actually increases consumption in the short run and into the long run. Research overwhelmingly confirms that, for a variety of reasons, the return of government spending on economic growth is much less than the money spent.
At the other end of the range, in South Korea and the US, the corresponding figures are close to 20%.

But more debt, even at low rates, still means more interest payments. In national income accounting, the acquisition by governments of goods and services for current use, to directly satisfy the individual or collective needs of the community, is classed as government final consumption expenditure.
The IMF, through its Government Finance Statistics Manuals and Guides, recommends an “accrual accounting method, focusing on all economic events affecting assets, liabilities, revenues, and expenses, not just those represented by cash transactions”. During the recession, spending grew to a record 24.4% of GDP in FY 2009.

The main source of cross-country data on aggregate government expenditures is the IMF.
The chart provides a comparison of two cross-country measures of government expenditure. Recent data on public spending reveals substantial cross-country heterogeneity. The estimates by sectors and world regions suggests that electricity and roads, specifically in South Asia and Latin America, have been the key drivers of these aggregate trends.
In addition to the IMF and the OECD, the WHO and UNESCO also collect and report data on healthcare and education government expenditures.

In Greece, the relative weight of procurement in the domestic budget is much smaller (about 20% of total expenditure), yet size remains significant for the economy (about 10% of GDP).

As we can see, there are large and persistent differences, even within developing countries. Although there are some small cross-country variations in the way social expenditure is distributed, the three priorities are predominantly the same across the OECD.
