A trailer (also known as a preview or coming attraction) is a commercial advertisement for a feature film that will be exhibited in the future at a cinema, the result of creative and technical work. It wouldn't need to be a law, but it would be courteous to give two times, one on the trailers and one for the actual movie. I don't imagine every theater is the same experience, but I can assume most big theater chains have the same policy.
And wouldn't it affect the cinemas' ability to squeeze in an extra screening per day (or 2!)?

I don't go to the movies too terribly often, maybe 5-10 times a year, but it seems like the span between the time on your ticket stub to the time the movie is actually starting is getting increasingly large. When it says the movie is 2 hours it should be that the movie is wrapped up in 2 hours from the start time. I never even finish my popcorn during the whole movie.

In Portugal there is a maximum of 15 minutes of ads (and trailers) permited by law.
