You need alot more bitrate for 1080p compared to 720p and you also need a whole lot more of bitrate for 60fps vs 30fps; and it doesn't help that you are using nvidia NVENC. You can try to adjust your bitrate up to 2500, but I do not recommend this as the higher you go the more likely you are to loose viewers with slow/unstable ISP. Depending on the game type for 1080p @60fps you'd need around 8-10mbps bitrate for it to look somewhat decent. CPU is i7-3770 and gpu is GTX780ti using nvidia nvenc. Wouldn't put us through to an agent until the 10-min bootup was over. NVEnc is not recommended for streaming, fine for local recordings at high bitrates. For two, the bitrate isn't available, even to partnered streams (you'll need at least 6000 for it not to look like crap, which is the borderline-DoS level and can get you banned). But x264 is more taxing on your cpu.
You need to work within the technical limitations available.
